Presented the paper I lectured on previously at the NATO ECNSW 2023, investigating the technological lock-in that may occur under a cost-minimising nation pursuing new nuclear technologies. Concluded on the regulatory impacts on changed waste fuel compositions and non-proliferation risks, and the implication on cost liabilities and accountability of risks.
